If they “rent” you the movie or you “subscribe” to a streaming service, none of this applies.

You can download offline, but only into their own ecosystem. That would be a case, where you are forced to let them download out of Apple Store. But it’s more realistic, that they just remove that option, than letting people download it out of their shop.
I don’t think this changes anything for movies unless there’s somewhere you can “buy” a copy of a movie but they don’t let you download an offline copy. If they “rent” you the movie or you “subscribe” to a streaming service, none of this applies.
