Direct coersion is rarely used when psychological warfare - essentially making the extremists believe it was their own idea to commit acts of terror - is cheaper, and less likely to be traced back to you.
I wouldn’t say employing. That presumes the ‘employee’ was aware of the intentions of the ‘employer’, and acted based on that.
