It tracks ratio related to your current download, so, if you’ve downloaded 1MB of 5GB and uploaded 2MB, that’s a 2.0 ratio. Try changing it to pause instead of remove at that ratio and see what happens.

I use Jellyseerr, which can hook into Jellyfin’s authentication. You can set it to auto approve or require your approval for requests. It’s great.
