No, it can’t. It’s built into the protocol and enforced. On other currencies such as Zcash, you can turn off privacy if you wish. But on Monero, it’s not possible to opt out at all. You either have privacy or you don’t use it at all.
This is what Monero is designed to fix.

I checked Android IP Scanner and it hasnt been updated since early 2021 either. Vernet has been updated quite recently and works, but doesnt do what i need it to since i want to get ipv6 addresses too.

From what I understand, mull is more privacy-centric than fennec. However, I don’t use it because I had trouble accessing some websites with it.
