In fact, it can never be exactly .69 because you cannot represent that in base two floating point numbers!

The algorithm is simple. Upvote or remove downvote if it’s under .69. Downvote or remove upvote if it’s over. As long as you keep changing votes and committing sock puppet accounts it should work.

The worst case (since .69 is closer to 1) is that all organic traffic downvotes to comment. Then you need .69 of that to counteract it.
