Albany – Today, Assemblymember Emily Gallagher and Senator Liz Krueger announced the introduction of the Solar Up Now New York (SUNNY) Act, which would exempt small balcony solar, also known as portable or plug-in solar, from existing interconnection and net metering requirements.
You’re really going to need to UL list these things or something. Otherwise Murdoch and the NY Post will be running stories like, “balcony catches fire from liberal solar panels!” Ignoring that the tenant probably ordered the panel from Amazon or Temu or bought it from the back of someone’s van.
Tons of panels themselves are UL listed, including the ones on Amazon. I assume the same for Temu, but have no inclination to check.
Generally these “solar balcony” kits are all in one setups with a power regulator and sometimes a battery built in. The power regulator makes sure no power flows back into the grid when the grid is down, for safety. These are not UL listed just yet, although some companies are working on it.

There are several issues in the US that will need to be addressed for wide spread UL listing, though. It may take years.
