There’s actually a volume toggle so he can be quiet when he needs to be or extra loud when he wants to be more intimidating. Anakin/Vader has always been drawn to dramatic.
I think the suit is like canonically made to keep him in pain

So many times he jumps someone, and the breathing sound only starts then.
He’s clearly already been turning it on and off for effect.
Maybe he was just holding his breath.
That is exactly what he’s doing. When he jumps Luke in ESB, he’s breathing harder and faster for a bit once the breathing sounds come back on.
Also doesn’t he straight up disable life support for some time in few comics? Dude can survive on Force (for limited time but…).
He does for the hallway scene in Rogue One at a minimum. His suit is completely off there so he can scare the crap out of some rebels.
The Force shennanigans are why I don’t like how Windu dies. Has no one ever thought to use Force lift on themselves?

I’d imagine if a nacho got stuck in the breathing machine it could make a high pitched “WheeEEEEeee!” Which would have disturbed the audience.
