Ehhh, while I’d love to see more highly efficient GPUs, he’s talking about the max tdp which is the highest wattage the card can pull. It still uses minimal power (not exactly sure what that is, and the author never says) at idle.
Also the max tdp of the new ryzen chips really isn’t that high (190w) for a high performance CPU.
