    Though I’m no expert to that specific situation, and I don’t condone abuse or mistreating people, this Oxfam report fails to provide a very relevant context ( wiki), very much akin to the Finish situation. I.e. then horrible abuse of migrants by Russia/Belarús as part of their hybrid warfare.
