the game is not foss, but the game engine, Source, (or Source 2) is free to download. In a Source game like Tf2 you can alter .cfg files to alter ingame binds, and huds. But they also could be talking about a leak of the source code, i know a while ago someone leaked the source code for HL2. (the hacker got arrested who leaked the HL2 code.)
