I know it’s going to get me modded down but social change is very hard. Change too fast and you generate a conservative backlash. And if those conservatives weild political power then you have rebellion.
It sounds like some of the reforms should be quite meaningful though - being allowed to drive opens up a lot of opportunity that was previously denied.
