I am from South Spain and these coolers are working well. Putting these near a slight open Window or using water with ice cubes in the deposit, they can cool down more than 10-15 ºC. Not as efficient than a air conditioner, but enough for a pleasant temperature and much cheaper, depending of the tall of the cooler between ~€50-200 apart of the few energy consume (the one of the fan and a little waterpump, mostly driven by the same fan with a fan belt. Very simple mechanic.
At home I use evaporative air cooler, much cheaper than air conditioner, much fewer need of electricity (same as a normal ventilator 50-80W), transportable. https://www.newair.com/blogs/learn/what-are-evaporative-coolers
Reminder, unless you use in a dry area, these don’t help much, and can even make things hotter. Stay away if you live in a humid, tropical area.

Cool, does it work well?
