They’re certainly not promoting it, just giving due credit.

freemusicarchive.org used to be kind of the hub for finding and sharing Creative Commons music. Then these “Tribe of Noise” people bought it and basically killed it off. For around two years, the webpage was in read-only mode and had been moved to freemusicarchive.org/static. The main page became just an advertising space for them.

During that time, Funkwhale started to develop and eventually the open.audio folks went ahead and bulk-transferred all the music from freemusicarchive.org. Basically preserving that music collection, because it really was unclear what would happen to the webpage.

Seems like the original functionality has been restored under freemusicarchive.org/home, including uploads, but yeah, I would still treat it as read-only. If you’ve got free music to share, upload it to a Funkwhale pod or similar.
