    eh. if the internet is shut down (which happens a lot in countries with authoritarian rule), decentralized web doesn’t do much. we need decentralized communition networks.

        But not impossible, anyway https://hal.archives-ouvertes.fr/hal-02180329/document But I think even a totalitarian state prefers to control and filter traffic on the network, before blocking it. North Korea has a local internet, which goes through government servers. Encrypted messages only raise suspicions, follow-ups, infiltrations, running the risk of being blocked or worse. This is why steganography is widely used, to disguise the messages in innocent photos, texts or music, which do not cause suspicion.
