The Roman republic founded by Romulus and Remus was vastly different from the Rome that fought Carthage, which was vastly different from the Rome that unified with Egypt via marrying Cleopatra VII, which was vastly different from Constantine’s Rome.
Arguably the US is in a decline comparable to end of the Roman Republic before the rise of the Roman Empire.

Debatably Rome only fell once it lost its military might. Huge simplification I know. Lots of factors lead to Rome being weak enough to be sacked and losing control of its territories.
