Research publications, data and source code, written, measured or created by research, (mainly) financed by governments, should be freely accessible to everyone to allow everyone accessing, educating themselves and validating the correctness of these. To ensure the quality of the published artefacts, institutions such as universities, libraries and other research institutions, can form groups that acts like classical publishers, which does peer-reviews, editing etc.
