      After the formation of FdI in 2012, she decided to add the tricolour flame to the party flag, a neo-fascist symbol associated with the MSI, which derived its name and ideals from the RSI.[416] The tricolour flame is said to represent Mussolini’s remains, where a flame is always burning on his tomb in Predappio.[417]

        Sounds like Italy only wants to do fascism on equal terms

        Under Italy’s Constitution, the country can only join international organisations on equal terms with other states – a condition that Rome says is not met by the board’s current statute which gives Mr Trump extensive executive powers.

        Italian Prime Minister Giorgia Meloni, who is close to Mr Trump, said in January she had asked him to amend the terms of the Board of Peace to enable Italy to join.

            There are 3 top NATO offices, the one you are thinking of is SACEUR that is always American. He is subordinate to the currently Italian CMC who is in turn subordinate to the SecGen who is Dutch.

            In practice those 2 higher offices are always European.

              There can be also cases where the de jure rules are that everyone is equal while there is a de facto understanding on the split in power.
