Does any service provide end to end encryption for group video chats? There was a jitsi blog post a while ago saying it’s not possible with the state of the art technology, but they are trying to develop something novel to make it work.

Yes, it works. That feature was implemented for the Chromium project, and I would specify at engine level (Blink), itself.
Jami should be able to do it as it is p2p in general. It does also support a server relay mode, but that is really just another Jami client on a fast internet connection helping the other clients, thus while this client can see all the streams, it is not any different from another regular participant in regards to e2ee.
